CHARTER

Private Medical College of Dental Technique with its premises in Wrocław

 

General provisions:

Art. 1.

Private Medical College of Dental Technique is a private school acting according to regulations described in the act from 7 September 1991 "About Educational System", called hereafter "College". The College is located at 1 Ojców Oblatów Street, in Wrocław. The College was granted public school powers on 18 June 1993 by the decision Nr SPK-60-S-39/93 of the Ministry of Health and Social Care, and later the altering decision Nr 117/2007 on 15 October 2007 issued by the President of Wrocław, which was altering the decision Nr 105/2005 from 25 July 2005.
Classes take place in the College's premises and in Primary School Nr 3 at 27 Bobrza in Wrocław.

Art. 2.

The College was founded, has been run and maintained by KM Dental Ltd. Company with its headquarters in Wrocław, registered in National Judicial Register, nr 0000173406.

Art. 3.

The College serves educational, pedagogical and cultural function, as well as it is organizational and programme foundation for performing the profession of a dental technician.

 

Duties of the College

Art. 4.

Education in the College, respecting Christian system of values, as its foundations accept universal principles of ethics. Education in the College contributes to the development of responsibility, patriotism and respect for Polish cultural heritage, simultaneously, it teaches openness to European and World culture values. The College provides each student with conditions necessary to their further development; it prepares them to fulfil family and citizen duties basing on the principles of solidarity, democracy, tolerance, justice and freedom.

Art. 5.

Education in the College has as its aim theoretical and practical preparation of students to perform the profession of a dental technician, with the use of the newest achievements of science and technology.

Art. 6.

Education in the College has as its aim the development of students’ talents and interests, among others through:

  1. instilling in students abilities and habits of continual updating of general and technical knowledge, not only through professional development but also through self-development.
  2. gaining skills in using basic, auxiliary materials used in dental technique.
  3. gaining skills in using specialist literature and other sources of information enabling students to become acquainted with methods and materials used in worldwide dental technique.

Art. 7.

In order to increase the quality of professional preparation of students and teachers the College organises:

  • trainings, lectures and seminars,
  • the international examination City&Guilds International of London Institute.

Art. 8.

The College realises its statutory duties co-operating with parents, scientific, cultural and social institutions in Poland and abroad.

 

Statutory Organs and the scope of their responsibilities

Art. 9.

Statutory organs of the College consist of:

  1. Director of studies
  2. Board of teachers

Art. 10.

The educational and pedagogical activities are conducted by the Director.

Art. 11.

The Director is appointed and dismissed by the organ running the College.

Art. 12.

Director’s responsibilities:

  1. Representing the College.
  2. Pedagogically controlling, according to biding regulations.
  3. Realising resolutions of the organ running the College and the board of teachers passed in proclaimed resolutions.
  4. Taking care of students.
  5. Administering financial resources.
  6. Organising the administration and economy of the College.
  7. Organising enrolment according to the rules specified in current educational regulations and the enrolment statue of the College.
  8. Realising curriculum after taking into consideration teaching programme framework of compulsory subjects in the profession of a dental technician.
  9. Applying the rules of grading and promoting students and conducting examinations according to rules established by the Minister of National Education and Sport.
  10. Keeping records of educational process for public schools.
  11. Employing teachers of compulsory subjects who have qualifications defined for teachers of public schools.

Art. 13.

The board of teachers is a collegiate organ comprising of the teachers employed in the College.

Art. 14.

The chairperson of the board of teachers is the Director.

Art. 15.

The organisation of work and detailed scope and forms of activities of the board of teachers is described in "The Statue of the Board of Teachers".

Art. 16.

The board of teachers' competence:

  1. Approving the plans of the College.
  2. Passing the resolutions concerning the grading results and students' promotion.
  3. Passing the resolutions concerning striking off the students' list.

Art. 17.

The following people can take part in the meetings of the board with their advisory vote:

  1. the invited representatives of students and their parents.
  2. the representatives of the running organ.
  3. invited administration staff.

Art. 18.

The board of teachers can express opinions and make motions concerning pedagogical and educational activity of the College.

Art. 19.

The board of teachers' sessions are recorded.

 

The organisation of the College

Art. 20.

The College is established, run, maintained and liquidated by KM Dental Ltd. Company.

Art. 21.

The legal basis of College's activity is the resolution of the board of organ running the College concerning its formation, present Charter and entry in a register kept by the unit of local government.

Art. 22.

The running organ can liquidate the College at the end of academic year.
In such a case, at least 6 months before liquidation, the organ running the College is obliged to inform parents, students, the organ keeping the record and municipality, where the school is located, about the intention of liquidation and its reasons. The records concerning the process of education of liquidated school are passed to the organ conducting pedagogical supervision.

Art. 23.

Private Medical College of Dental Technique in Wrocław is a private school of further education, where the period of teaching lasts no longer than two and a half years. The students having secondary education, after passing the examination, gain a diploma confirming their professional qualifications.

The conditions of admittance to the College:

A. Completion of public or private school (with public school powers) giving secondary education.
B. Submitting a certificate confirming secondary education.
C. Submitting a medical certificate confirming lack of contraindications for practising the profession of a dental technician.
D. Positive assessment of a manual test.
E. Drawing up an agreement concerning studying in the College.
F. Enrolment time limit and required documents are stated in the statue concerning conditions and regulations of admitting students to the College.

Art. 24.

The basic forms of pedagogical activity are:

  1. compulsory educational classes in the form of lectures, seminars, tasks
  2. practice in laboratory
  3. extra-curriculum classes

Art. 25.

  1. The College realises its own curriculum in the profession of a dental technician - symbol 322[09], which covers the curriculum included in the appendix nr 8 of MENiS Regulation from 21st January 2005 concerning curriculum in the profession of a dental technician (Official Journal 15 February 2005 Nr 26, item 217) and it covers the curriculum nr 322/09/MZiOS/1998/6/29 and binding framework teaching plans.
  2. In the College the rules of assessment, grading and promoting as well as conducting examinations and test are in accordance with biding regulations the same as in public schools.
  3. The marks and term promotions are set according to the scale from 1 to 6 in the following manner:
    excellent mark: 6
    very good mark: 5
    good mark: 4
    fair mark: 3
    passing mark: 2
    fail mark: 1
  4. No later than 4 days before term promoting session of the board of teachers the teachers are obliged to inform the students about anticipated promoting marks.
    In the case of student's absence anticipated marks are passed on in a written form by a form-master of the class along with the director's agreement to the address given by the student in "Agreement concerning studying in the College".
  5. 5.1. A student may not be promoted from one or more subjects because of his absence from classes, which excesses half of the time intended for those classes in a teaching plan.
    5.2. On non-promoted student's request, when the reasons of absence were excused, the director after consulting the teacher (teachers) of subject (subjects) appoints along with the student the date of an exam covering the material realised in a given term. The promoting examination after the first term should take place until the end of February, after the second term in the last week of summer holidays.
    5.3. On non-promoted student's request, when the reasons of absence were not excused, the board of teachers may agree on a promoting examination from one, several or all of the compulsory subjects.
    5.4. A promoting examination is conducted by a teacher of a proper subject in the presence of a teacher of the same or related subject; the examiner designs tasks (exercises) in written and speaking form. The degree of difficulty of the tasks (exercises) should be various and match the scale of marks.
    5.5. The promoting examination concerning practical, laboratory and other subjects, where conducting laboratory exercises is anticipated in the curriculum, have the form of practical tasks.
    5.6. After a conducted examination there is a report drawn up which includes the board of examiners, the date of the promoting examination, examination tasks (exercises, practical), examination results and marks. Written answers of the student are attached to the report.
    The report is the attachment to student's evaluation sheet.
    5.7. The student who could not take the examination on the appointed date because of excused reasons can retake it no later than until the end of March or September.
    5.8. The students who could not be promoted in practical classes at the end of term because of excused reasons are provided with possibility to attend classes in the school laboratory, which enable them to catch up on material included in the curriculum.
    5.9. A student or parents (committees) can submit reservations to the director of school that the term promoting mark was established against the rules concerning the procedures of establishing marks.
  6. The fail mark may only be changed as the result of a repeat exam. The procedures of conducting such an exam are stated in the decree of the Minister of National Education from 30th April 2007 (Official Journal nr 83, item 562) and internal system of assessment.
  7. The student who failed the repeat exam is not promoted and has to repeat the term.

Art. 26.

The school-superintendent supervises the College.

 

Rights and duties of the College staff

Art. 27.

The teacher of the College is obliged to organise and carry out educational and pedagogical work in the range of a taught subject and is responsible for its course, level and results.

Art. 28.

The teacher's responsibilities cover:

  1. teaching and pedagogical work.
  2. realising the teaching programme in the course of theoretical and practical classes.
  3. using appropriate teaching methods.
  4. organising students' individual work and its systematic assessment and controlling.
  5. developing in students initiative and interest in the profession.
  6. extending pedagogical knowledge, systematic preparation for classes.
  7. obeying safety regulations and instilling them in students.
  8. supervising the realisation of safety regulations.
  9. active participation in the life of school and its organs.

Art. 29.

The teachers employed by the College realise their rights and responsibilities based on a labour contract which comes under labour law. The regulations included in "Teacher's Card" are applied only in the scope stated by this "Card".

Art. 30.

The rights and responsibilities of all the other staff of the College are stated in the labour law, in a labour contract and job description.

 

Responsibilities and rights of students

Art. 31.

The students of the College are supposed to:

  1. systematically and actively participate in classes and school's life.
  2. obey the rules of culture of coexistence during classes as well as after them in relation to colleagues, teachers and other school workers.
  3. solidly and meticulously prepare for the classes.
  4. take responsibility for their own life, health, hygiene and development.
  5. take care of common goods and order in the school.
  6. exactly realise the resolutions of "The agreement concerning studying in the College"
  7. obey the resolutions passed by the organs of the College and teachers conducting the classes.
  8. obey generally accepted social norms.
  9. not to use mobile phones during classes, school ceremonies and examinations.
  10. promptly inform (by phone or in a written form) the carer of the students or the College secretariat about absence during classes, which lasts more than two days, and its reason.
  11. take care of neat looks during classes.
  12. wear appropriate attire during school ceremonies.
  13. wear during laboratory and practical classes appropriate clothing, namely:
    - apron
    - bonnet covering hair
    - antidust mask
    - goggles or visor

Art. 32.

  1. The student is struck off the students' list in the following situations:
    • not keeping by the student the resolutions of the contract concerning studying
    • being in arrears of fee for a given month for the period of three days from an appointed date.
    • not obeying school responsibilities.
    • not attending classes and lack of progress in learning.
    • attending classes under the influence of alcohol
    • committing proven stealing of a school property.
    • attending classes under the influence of drugs, inducing others to take drugs or distribute them.
  2. Striking off the students’ list is done by the director as a result of the board of teachers’ resolution.

Art. 33.

The students of the College have the right to:

  1. properly organised process of education.
  2. pedagogical care and the conditions of being at school which guarantee safety, protection and respect of his/her dignity.
  3. kind and subjective treatment in the pedagogical process.
  4. freedom of expressing his/her thoughts and beliefs in particular concerning the life of school - if it does not infringe on somebody’s rights.
  5. possibility to develop skills, interests and gifts.
  6. help in case of difficulties with learning.
  7. possibility to use school rooms, equipment and teaching aids with the director’s consent.
  8. possibility to influence school life.
  9. possibility to express opinion, conclusions and obtain answers for the questions concerning the content and methods of teaching and the work of the College.
  10. possibility to appeal against the decision concerning striking off the students’ list to the supervising organ within 14 days from the date of receiving the decision.

 

Financing of the College activity

Art. 34.

The College is financed by the running organ.
Studying in the College is paid.
The terms of payment are defined by the board of the running organ of the College.

Art. 35.

The College can receive subsidies from the national budget and other sources.

Art. 36.

Control and supervision over the College is done by the board of the running organ of the College.

 

Concluding dispositions

Art. 37.

The College can contest for naming; have its own flag, emblem.

Art. 38.

The College uses a round seal according to the norms established in separate regulations.

Art. 39.

The present charter comes into effect with the day of its approval.

 


The uniform text was devised taking into consideration the change introduced by the resolution of the board of KM Dental Ltd. from 30th March 2007 in the articles 2 and 3 of the charter.
